Iconic Flagpole Returned to Exterior of Buffalo Central Terminal

Ceremony Marks End of Successful Event Season at Landmark Building

BUFFALO, N.Y. – Missing for more than thirty years, a 50 foot flagpole has returned to Buffalo Central Terminal as a tribute to the thousands of military veterans who traveled through the building during times of peace and war. On Thursday, November 10th at 10 am, members of the Central Terminal Restoration Corporation and AMVETS Post 897 will raise the American flag on another iconic element to return to the Polonia District landmark. Central Terminal is located at 495 Paderewski Drive @ Memorial Drive.

From the beginning of World War II, to the return of troops from the Vietnam Conflict, thousands of servicemen and women passed through Buffalo Central Terminal during their military careers. The idea of returning the flagpole to Buffalo Central Terminal began in 2008 when Chuck Marsillo, past commander of AMVETS Post 897, participated in a tour of the Terminal lead by Central Terminal Restoration Corporation President Mark Lewandowski. Lewandowski, a twenty year military veteran currently serving with the 107th Airlift Wing, worked with AMVETS representatives on the project that culminated in the recent reinstallation of the flagpole in its original location. Marsillo brought in donations from AMVETS members and other military members to purchase the flagpole.

Towering 50 feet above the eastern side of the Terminal, the new flagpole replaces one that was taken down by scrap dealers in the 1980s. The flagpole joins a recently replaced buffalo statue as decorative elements of Buffalo Central Terminal are returned as part of ongoing restoration efforts.

“On behalf of the veterans and their families who have passed through the main concourse of the Central Terminal, on their way to a journey where in most cases their lives were changed forever, we are proud to acknowledge this remembrance of sacrifice,” said Lewandowski. “For thousands of people, Buffalo Central Terminal was their final time in Buffalo.”

Ace Flag of Depew provided the flagpole and donated services. Installation was donated by the Georgen Mackwirth Company who provided thousands of dollars in hours and material to install the flagpole. In 2012, a plaque will be affixed in the Terminal concourse to acknowledge those who donated resources to the project.

Thursday’s ceremony will mark the end of the most successful event season in the history of the Central Terminal Restoration Corporation. More than 30,000 people visited the Terminal partaking in events including Dyngus Day, the National Trust Preservation Conference, the Terminal’s annual toy train show and a series of historical & architectural tours. Over the next six-months, the CTRC Board will continue to work on fundraising efforts to assist in further stabilization of the Terminal and look at development opportunities.

The Central Terminal Restoration Corporation (CTRC) was founded in 1997 to oversee the stabilization and restoration of the New York Central Terminal in Buffalo, New York. The Terminal complex includes an 18-acre site that hosts an art deco office tower, passenger concourse and four-story baggage building. In 2011 the CTRC released its master plan that outlined various infrastructure needs and development opportunities. The mission of the Central Terminal Restoration Corporation is to ensure that the original grandeur of the Terminal is available to current and future generations.

Thanks to Buffalo Rising for putting together this great article…

The first phase of the Urban Habitat Project at the Buffalo Central Terminal is underway. Much of the work is expected to be completed in two weeks, just in time for the National Trust for Historic Preservation Conference. The Terminal will be hosting several field sessions during the four-day conference.

According to project lead Dave Majewski, the Urban Habitat Project has ecological, environmental and community significance. The Urban Habitat Project is envisioned as a living ecological classroom and demonstration project on a 3-acre parcel of the CTRC property at the intersection of Memorial Drive, Curtiss and Peckham streets. Techniques used on the site could be replicated elsewhere in the city and region.

It will demonstrate: biodiversity, native regional habitats, soil remediation, several plant communities, ecosytems that benefit birds, bees, various beneficial insects and an array of resident mammals that currently exist near the site. There will be large groves of pine trees, hawthorns, native shrubs, and vast meadows of grasses and wildflowers that have been specifically designed and selected to meet specific site criteria.

A significant amount of time, effort and resources have gone in to making this 18 month old vision become a reality. The 2.3-acre first phase has a $60,000 price tag and a number of public and private funders have helped make the project a reality. Organizers have obtained a $15,000 contribution from the John R. Oishei Foundation, $10,000 from the Buffalo Green Fund, $10,000 from the Marks family, $5,000 from the Baird Foundation, $5,000 from the Vogt family, $5,000 from Dore Landscape, and $2,000 from Councilmember Franczyk. Wendel Design contributed $3,500 in in-kind services. The Central Terminal Restoration Corporation is also underwriting a portion of the project.

The project will demonstrate Low Impact Development (LID) on a large scale; along with the concept of Sustainable Sites Development.

Storm water runoff is controlled on site, and minimal trucking and equipment use is being employed, thus mitigating fuel consumption and disruption to the local community. All soil and existing material on site is being reused; the exception of several tons of limestone boulders uncovered during site preparation. The boulders are being sold for use on a Buffalo River habitat project and the proceeds are going towards additional work on the site.

“We have taken the LID component a major step forward in that, rather than simply mitigating negative impacts on the site, we are reversing that by making the site better because of what we have done,” says Majewski.

“This is a Western New York first- we are impounding approximately 320,000 gallons of storm water runoff from Curtiss Streed and redirecting it in to the site via two adjoining large bio-retention cells,” he says. “This project will be an example to municipalities and developers as to how real Sustainable Sites and Low Impact Developments can feasibly be undertaken with ecologically sensitive integrated planning and design.”

“Too keep the LID and RED components intact on the site, we needed to manipulate the topography throughout the entire parcel to accommodate all the fill and soils,” explains Majewski. “While doing so, we were able to create sloped areas that will generate significant amounts of site storm water runoff. At the same time, the seeded swales and bio retention cells will also impound, and benefit from, the large amounts of new runoff generated from this topography modification.”

This can be done on any scale and it demonstrates to developers, architects and engineers that it is possible to intelligently develop while regenerating small portions of our lost habitats and managing storm water runoff and its negative effects on our local waterways – one of our most serious environmental problems today.

Planted and seeded areas were specially selected for particular functions and benefits – while also demonstrating the plant communities that occur naturally in our region. We have lost large tracts of native habitats for generations now and these areas within the UHP also demonstrate how those communities existed and flourished in the past. With the available urban greenspaces that abound in our city, we are showing that we can make at least a small effort to helping restore valuable and critical habitats.

Planting starts this Saturday. Plants include:
Juniper
Pine
Hawthron
Lowbush blueberry
Viburnum
Willow
Gray Dogwood
Sumac
chokecherry
serviceberry
witch hazel
fragrant raspberry
pussy willow
arborvitae
elderberry

Large meadows and wetland retention areas to include:
Switchgrasses
Indian grass
Buffalo grass
Rye grasses
several wildflowers
sedge grasses
legumes
The variety of native grasses are significant in that they develop deep fibrous roots systems that aerate the soil and aid in the absorption of accumulated runoff. These grasses are important in restoring long neglected soils. Moreover, they are a key winter food for birds and other wildlife as well as providing nesting sites and nesting materials for birds.

The project is also a living classroom to educate residents on the importance of natural habitats, ecology, and the environment.

It is intended to help make the Central Terminal a destination rather than a quick photo op. It will leverage other existing and planned green development projects in the Broadway-Fillmore community as well.

A site management plan has been developed and the sustainability of the project has been coordinated and planned. Volunteer groups have agreed to help with the construction and maintain the site.

Boy Scouts Troop 250 from Clarence, Biology students from Daemen College, Youth Construction Initiative from East High School, neighborhood residents and other groups are participating. The Boy Scouts are making bat houses, mason bee posts and bird houses.

Planning is starting on a second phase that will encompass the remaining .7 acres of the site and will include an educational gazebo, fencing and additional signage.

“We are constructing the UHP as that: LID and RED are requirements and not simply Green sounding options,” says Majewski. “Integrated design and planning; i.e. horticulture, ecology, environment, community, sustainability, and economics all are key aspects when considering the finished product and goals.”

From Buffalo Rising…

There has been significant progress in establishing the Urban Habitat Project (UHP) on the grounds of the Buffalo Central Terminal. Project lead Dave Majewski has confirmation from Paul Hogan of the Oishei Foundation that their board has approved a $15,000 grant for the UHP. The project also is receiving $10,000 from the Buffalo Green Fund and another $10,000 in in-kind services from Dore Landscaping and Wendel Companies. UHP is a component of the master development plan and vision recently unveiled by the Central Terminal Restoration Corporation (CTRC).

The Town of West Seneca is donating 700 cubic yards of compost valued at over $21,000. An additional $5,000 is coming from the Vogt Family Foundation and Katie Schneider. Mark Mistretta from Wendel architecture and engineering donated the required site survey by the firm’s engineers valued around $3,500 that was completed last week (right). To date, the total of in-kind products and services is over $80,000 – and growing.

This is a major step forward for the project which aims to establish a living inner-city demonstration classroom that features habitat restoration, native plants, and sustainable site development/construction while explaining the benefits of bio-diversity. It will encompass three acres of land on the Central Terminal site. Dave Majewski and his team are on a mission to complete the project this year and have been busy meeting with potential supporters for the past few months.

Not only will the project be a big visual improvement, it also serves as a way to remediate the land and stands as a model for what shrinking cities can do with vacant lots. Majewski is more than excited for the project to begin saying, “This is going to invariably start the virtual domino effect, I’m anxious to see how National Fuel, HSBC, and M&T Bank respond to this. We also have other funding applications out there pending as well. This could be huge. After tomorrow, we may realistically start to approach significant funding plateaus that could help get this project in the ground sooner rather than later.”

The idea of the project as an education model is already taking hold in the area. “I think significant here also is the news recently received from Marlies Wesolowski, Executive Director of the local Matt Urban Center, and from the County,” says Majewski. “The SNAP Program (welfare to work) will be able to provide their weekly employees on site to assist in building and also to receive training from myself and my staff. We will then provide them with a certificate and also a professional letter of referral.”

The early funding has allowed the team to move forward with the first phase and beyond. Work completed to date includes EPA-certified lab soil testing, professional site design and specifications development, tractor repair, trucking for the donated compost, and the site survey by Wendel Engineering. Those advising the project include the NYS Department of Environmental Conservation, Buffalo Audubon Society, Prof. Brenda Young, UB’s Brad Wales, and Tifft Farm Nature Preserve Ecologist David Spiering.

The budget has been re-tooled so that the physical progress made will only be in line with funding that is received. Majewski, Matt Dore of Buffalo Horticulture, and Yuri Hreshchyshyn and Paul Lang along with the CTRC UHP Committee discussed at length the significance of formulating a plan that will take in to account an “opt-out” plan if necessary, while being able to restore the site to a minimal and acceptable condition. The UHP, at every phase of development, will have a “Plan B” in case sufficient funding is not received. There will be no “hole in the ground” so to speak, after something is started and then funds are no longer available for a considerable length of time.

Also, with the recent media exposure, more and more volunteers are contacting Dave and the CTRC to offer services when building time begins – and also after the site is completed and needs to be maintained. Project organizers have briefed the Lombard Street Block Club on the developments and look forward to the local community’s leadership in assisting with the UHP.

UHP planners have spent time searching the web to see how other cities or regions have done this. So far, it has not been done to this scale or with these specifications. There are some somewhat similar projects in Chicago, Portland, Canada, but nothing of this scope and with these objectives. This could very well not only be a Buffalo, WNY and New York State first, it could also be a regional or even national first.

The UHP is still in need of major funding. Ideally, there is one generous and visionary philanthropist out there that would support this project and donate $100K to their city and environment to help foster bio-diversity, ecology, employment, training and education. In the meantime, Majewski and his team are pushing forward.

FOR IMMEDIATE RELEASE: March 10, 2011

BUFFALO CENTRAL TERMINAL MASTER PLAN RELEASE TO STAKEHOLDERS

Outline for Preservation, Restoration and Reuse of Art Deco Landmark

BUFFALO, N.Y. – Under the vaulted ceiling of the passenger concourse, business leaders, political delegates, members of Western New York’s preservation community and dedicated volunteers gathered for the public release of Buffalo Central Terminal master plan. The public debut of this much anticipated document will act as a guide for the preservation, restoration and rehabilitation of one of Buffalo’s most significant landmarks.

The comprehensive plan was prepared by the Central Terminal Restoration Corporation’s (CTRC) Architectural Advisory Committee headed by CTRC Board Member and architectural designer Paul Lang. It outlines various infrastructure needs and development opportunities with the goal of returning Buffalo Central Terminal to its full architectural integrity and regional significance. The plan calls for developing the complex in manageable phases, with each able to stand alone. Primary elements of the plan include:

· Development of the iconic office tower for residential space. Units could range from large work/live spaces on the lower floors and medium-sized loft-style units on the middle floors, to large penthouse suites on the upper floors. Affordable housing also would be considered.

· Use of a four story baggage building on Curtis Street as a green business incubator facility to accommodate small business and light industrial operations.

· Full architectural restoration of the main passenger concourse to be used as publicly accessible space for museum exhibitions, art shows, festivals, rentals and other community purposes.

· Reuse of existing rail lines and intended public transportation space for expanded bus service, light rail expansion to the airport and incorporation into New York State’s plans for a high-speed rail system.

· Creation of an Urban Habit Classroom on parklands that parallel Memorial Drive. This project will demonstrate green development principles and transform former parking lots into neighborhood enhancing gardens.

The plan identifies numerous local, state and federal tax credits and other economic incentives aimed at lowering the cost of development.

“Not many cities have a treasure like Central Terminal, and I want to make sure Buffalo can take advantage of it,” said Rep. Louise Slaughter, D-Fairport. “The terminal should be preserved, not only for its beauty, but also for its historical significance.”

Assemblywoman Crystal Peoples-Stokes, D-Buffalo, has offered support for the project, especially inclusion in the State’s plans for high-speed rail.

“What they’re trying to do is a game winner for that neighborhood. I’d like to see the grandeur of the Central Terminal in use in my lifetime,” she said.

The cost to complete all phases of this multi part plan is estimated at $75 million. A mix of private, public and foundation monies are being sought to complete the project. The amount of initial funding requested will be dependent upon which elements of the plan will be embarked upon within the next 14-months. A recent study found that the 17-story brick and masonry tower building needs $2.6 million in work, largely masonry repointing and stabilization, with another study of the concourse expected to show a cost of more than $1 million to replace its roof.

A downloadable version of the master plan document is available on the Terminal’s website www.BuffaloCentralTerminal.org. Hard copies will be on sale at the Terminal Store during all public events at the building.

The Central Terminal Restoration Corporation was founded in 1997 to oversee the stabilization and restoration of the New York Central Terminal in Buffalo, New York. The Terminal complex includes an 18-acre site that hosts an art deco office tower, passenger concourse and four-story baggage building. The mission of the Central Terminal Restoration Corporation is to ensure that the original grandeur of the Terminal is available to current and future generations.

CENTRAL TERMINAL RESTORATION CORPORATION TO RELEASE MASTER PLAN
Outline for Preservation, Restoration and Reuse of Art Deco Landmark

BUFFALO, N.Y. – The master plan for the preservation, restoration and rehabilitation of Buffalo’s Central Terminal will be released to the general public and primary stakeholders at 2pm, Thursday, March 10th, inside Buffalo Central Terminal. At that time, a downloadable copy of the document will be available on the Terminal’s website www.BuffaloCentralTerminal.org.

The comprehensive plan was prepared by the Central Terminal Restoration Corporation’s Architectural Advisory Committee. It will outline various infrastructural needs and development opportunities with the goal of returning Buffalo Central Terminal to its full architectural integrity and regional significance.

“The Buffalo Central Terminal stands in defiance of time to form a tangible link to our past and a gateway to our future,” explains Paul Lang, Chairman of the CTRC’s Architectural Advisory Committee.

The cost to complete all phases of this multi part plan is estimated at $75 million. A mix of private, public and foundation monies are being sought to complete the project. The amount of initial funding requested will be dependent upon which elements of the plan will be embarked upon within the next 14-months.

Volunteers were then treated to a tour of the concourse where they had the opportunity to learn about the history of the building and the CTRC’s plans for the future.

Among them was Linda McKenna, a Learning Management System Administrator for Praxair and daughter of Anthony Fedele, the first private owner of the Central Terminal. “I saw the redevelopment plans at the recent Bisons game and was happy to see my Dad’s vision for the Terminal finally coming true.”

Yesterday, as part of the United Way Day of Caring, volunteers from Praxair and Rich Products assisted with three projects coordinated by the Central Terminal Restoration Corporation. The volunteers helped by weeding, mulching, and planting the Memorial Drive/Paderewski Drive traffic circle, maintained by the Buffalo Federation of Women’s Clubs, helped the Curtiss Urban Farm Foundation with the various gardens planted around the Terminal, and assisted the Broadway Market Tenant’s Association with painting in the parking garage and landscaping in front of the Market. The Central Terminal Restoration Corporation is extremely grateful to the volunteers from Praxair and Rich Products, and to the United Way for helping to improve the Broadway-Fillmore neighborhood once again!

Dear friends of Buffalo Central Terminal,
On behalf of the entire Central Terminal Restoration Corporation, my co-chair and I would like to say THANK YOU to all of you who contributed to the Plaque Project. Thanks to each and every one of you, the new bronze dedication plaque replica was installed and rededicated on June 27, 2009; and as of July 23rd, the bill was paid in full.
Without your thoughtful gifts, this project would not have been a possibility. Your contributions and continued support are gratefully appreciated!
Sincerely,

The next time you walk into the concourse, look up over the ticket windows. You’ll notice something new is old again.

The owners of Goergen-Mackwirth Co. of Buffalo, Wayne Mertz and his wife Pat, donated their facility on Hertel Avenue to help reproduce the art deco railing that once lined the mezzanine level.

John Heleack, Tom Stotz and Marty Slawiak spent countless hours on this project scanning original blue prints and preparing the machines for the water jet cutting process. Each panel took a half and hour to cut.

A special thanks goes to Local 71 for their help in the fabrication process. The CTRC would like to thank everyone for another small step in the restoration of Buffalo Central Terminal. View photos of the process below:

We would like to take this opportunity to thank those who have helped, thus far, by making donations to our cause. To date, the Plaque Fund has reached 78.8% of it’s goal. Thanks to the thoughtful assistance of Dennis Wagner and Wagner Monuments of Cheektowaga, the plaque has been completed and installed in time for the Central Terminal’s 80th anniversary celebration, scheduled for June 27th, 2009. With out their help, and the help of the CTRC Board, our plaque would not have been ready in time.

We still need your help. Please join us in celebrating one of Buffalo’s finest landmarks. Become a part of the 80th anniversary. Direct your donations to Plaque Fund, Buffalo Central Terminal Restoration Corporation, PO Box 468, Buffalo N.Y. 14212; and please note “Plaque Fund” on your checks. You may also donate online, using the PayPal link below.

Thank you for your thoughts and dedication to the Terminal and this meaningful project.
Sincerely.

Christopher Gurnett has always enjoyed volunteering at the Buffalo Central Terminal, and he’s been doing it for 3 years. But for Christopher that wasn’t enough. He wanted to do more to help a building that he believes, played a big role in Buffalo’s past.

So he approached the terminal’s board of directors and asked if he could do his eagle scout project there. The board thought it was a great idea, so he started asking for help from his boy scout troop in North Tonawanda.

On his first clean up last December, 37 volunteers showed up, removing 230 bags of old railroad papers from offices on the 4th floor. It was extremely hard work. Each bag had to be hand carried down 4 flights of stairs because the elevators have not worked in years.

It was only half the battle. The scouts realized they only made a small dent with the removal of old railroad papers.

Christopher decided to return to finish the job even though he had enough hours for his eagle scout badge.

This pass weekend Christopher, his parents, and another 34 volunteers went back to work on the 4th floor. This time they removed another 200 bags of papers.

With his efforts, Christopher hopes that the newly cleaned 4th floor can give developers a better idea on what is possible at Buffalo’s Central Terminal.

Dear Friends of Central Terminal:
As you may be aware, 2009 is the 80th anniversary of the Buffalo Central Terminal. As part of this celebration, we are looking to duplicate and dedicate a replica of the Terminal’s original bronze dedication plaque.
To date, the “Plaque Fund” has reached only 29% of its goal. As the plaque must go to production at least 8 weeks prior to dedication, time is of an essence. The 80th anniversary celebration is scheduled for June 27, 2009.
Please help to restore the life and spirit of one of Buffalo’s finest landmarks. Become a part of the 80th anniversary celebration.

From an article I wrote for Buffalo Rising Magazine (Dec. 2008):

As our sixth season of events comes to a close, I’d like to remind everyone that work on several different fronts continues at the Central Terminal. Our building committee still has regular Saturday work parties from 10 am to 2 pm during the fall and winter, our events committee begins planning for the next season and we all share in the various administrative tasks that are required to run a not-for-profit organization. Some of the most unique and challenging aspects facing the Central Terminal Restoration Corporation are that we must do several diverse tasks concurrently: not only do we host a series of popular events each year, but we complete capital improvement projects and we actively try to find new ways to facilitate the rehabilitation of the complex.

Strong event attendance figures and the recent recognition of “outstanding programming by a local heritage organization” (Daniel B. Niederlander Award: 2008 winner alongside Shea’s Performing Arts Center) by the Buffalo and Erie County Historical Society certainly go a long way to reinforce our success at the first two concurrent tasks I mentioned above, but it’s the last one that remains the biggest and most critical challenge. Preservation of a complex the size of the Central Terminal is an ongoing chore, but is only a relatively temporary fix. Permanent rehabilitation is the ultimate goal, and in our minds and hearts, that cannot happen soon enough.

With that thought in mind, we have embarked on a couple of exciting new projects I’d like to tell everyone about. With much appreciated assistance from Anthony Armstrong of LISC Buffalo, we applied for a sizeable grant from the Community Foundation for a Greater Buffalo to acquire the proper consultants to help us fortify our organization, define a marketing and redevelopment project plan and timeline and create an historic structures assessment. While we may not be as fortunate in our resources as yet, we look to the ongoing restoration planning at the H.H. Richardson complex to act as a guide in this process. We believe that this will be an important step in moving the project toward its ultimate goal and one that we could not do without. Final word on grant approval is coming by the end of the year.

Working in conjunction with the plans noted above, Paul Lang, junior architect at Carmina & Woods, PC, is busy working to create a virtual online model of the Central Terminal. Using Sketchup Pro and importing the CAD drawings of the complex, Paul can recreate the building down to its finest details, like the intricate patterns of the concourse ceiling brickwork. Not only would a visitor to our website be able to take a virtual walking tour of the complex and grounds, they would be able to see for themselves what a restored Central Terminal would look like, whether it be as an office, retail or condominium space. This model would also give us some very useful marketing tools, such as colored posters, that would go along way to help those potential investors who cannot see past the cosmetic damage. Paul is targeting Spring of 2009 for completion of the initial phase of the project, which will be a working, stripped down version of what we want to eventually include.

Volunteers Josh Hall and Nick Kraus are also working on the creation of a marketing brochure for the complex, to include historical facts, dimensions and outline all possible tax credits and grant opportunities that are available for our site. We hope to include this information on our website, www.buffalocentralterminal.org, so that any potential investors that may be surfing the web for development opportunities will be able to evaluate the feasibility of the project more conveniently. While the redevelopment opportunities discussed with Bashar Issa have ended, the fact remains that he found out about us while surfing the internet.

We eagerly look forward to the completion of these projects and the continuing challenges in the future. To us, none of what we do is work. It’s fun!

Dear Friends of Buffalo Central Terminal,

2009 marks the 80th anniversary of the dedication and opening of Buffalo Central Terminal, a place that has truly touched the lives of many Western New Yorkers.

To mark this milestone, the Central Terminal Restoration Corporation is putting together an anniversary celebration. As part of this event, the Terminal’s center piece, the original concourse clock, will be returned to its home at the center of the main concourse. Also, through the gracious efforts of the AMVETS, a new flagpole and American flag will take its rightful place, atop the vaulted roof, at the northeast corner of the building. Finally, with your help, a replica of the Terminal’s original 1929 dedication plaque will again grace the entrance foyer, where the long missing original once hung.

Donations are needed to help fund the dedication plaque project. It would be most meaningful, if these funds could be raised form amongst our CTRC membership; and all those people who have a special connection and place in their heart for the old Buffalo Central Terminal. Outside donations are also being sought.

Time is of essence, if we are to complete this project in time for the 80th anniversary celebration. Please, help us celebrate by making your tax deductible contributions today. Make checks payable to the Central Terminal Restoration Corporation, P O Box 468, Buffalo, New York 14212. Be sure to indicate “Plaque Project” on your check; and thank you for your continued support. All excess funds will be used in the restoration of the entrance foyer, where the plaque will be hung.
