The potential redevelopment of part of the historic New York Central Terminal for office use by the Internal Revenue Service has stirred concerns that the vacant building is not properly secured.

Fillmore Council Member David A. Franczyk is introducing a proposal to the Common Council today that asks the city Department of Inspections to board up all windows and doors to bar vandals from the 61-year-old building.

The Street Sanitation Department also is being asked to remove debris and garbage around the terminal located on the city’s East Side a block off Broadway.

Last week, an attorney for Bernie Tuchman, the proposed redeveloper of the building, said it is one of the finalists in the search by the IRS for an office site for 300 workers. The five-story former baggage handling building would be renovated into offices if the terminal is chosen.

Franczyk said he is concerned the cost of redeveloping the building is escalating due to continuing acts of vandalism and small fires that have been set inside the building.

“This is a landmark and it’s a shame it’s fallen into this state of disrepair,” Franczyk said.
